Portuguese and Mozambican competition authorities reinforce cooperation

The Portuguese Competition Authority (AdC) and the Mozambican Competition Authority (ARC) signed a cooperation agreement with the aim of establishing a framework for bilateral cooperation between the two institutions to enforce and promote competition in both countries.
The agreement aims to establish robust cooperation based on the sharing of technical expertise and experience in the various areas of enforcement and advocacy.
“Both institutions share a commitment to strengthen cooperation at a time when competition policy can be particularly beneficial to citizens and businesses. The current context of economic recovery, inflation, as well as the digital and environmental transitions requires effective competition", said Margarida Matos Rosa, President of the AdC, on the occasion.
Iacumba Ali Aiuba, President of the ARC, stressed that "although the agency was created in 2013 through the Competition Law, the strengthening of the cooperation with the AdC, and at an international level, is particularly significant for the ARC, especially at this stage of full implementation of competition policy in Mozambique and of institutional consolidation, which only started in 2020. Therefore, we intend to take the opportunity to immediately define concrete actions already identified to materialize the agreement in technical assistance, training of ARC staff and other relevant institutions, as well as holding joint events”.
The agreement foresees the possibility of exchange of non-confidential information on legislative developments and investigations, the issuing of studies on competition and training activities. Both institutions are part of the Lusophone Competition Network, which is a network based on the recognition of the importance of competition for economic development. The network aims to promote technical cooperation among its members, in order to create and consolidate the foundations of competition systems in line with international best practices.
Established by the Rio de Janeiro Declaration in 2004, the members of the Lusophone Competition Network are the entities responsible for competition policy in Portuguese speaking countries: Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste.
