Miguel Moura e Silva - Member of the Board of the Portuguese Competition Authority


Member of the Board of the Portuguese Competition Authority, since August 1, 2019, and Associate Professor of Law, University of Lisbon Law School where he has been teaching since 1993. 

Before the appointment to the Board of the Portuguese Competition Authority, practiced as a lawyer, admitted to the Portuguese Bar Association (currently suspended on his request). Served earlier at the Portuguese Competition Authority as Director of the Department for Restrictive Practices (2004-2013), Director of the Special Unit for Competition Assessment of Public Policies (2013-2016) and as Senior Legal Advisor (2016-2017). Former member of the Portuguese Competition Council (1998-2003) and Director for International Relations of the Portuguese Rail Regulator (1999-2004).

Born in Coimbra in 1968. PhD in Law from the University of Lisbon Law School (Summa cum laude) (2009), and a graduate degree in Law from the Portuguese Catholic University Law Faculty (1990) where he also obtained a Master’s Degree in Law – EC Law (1998). He also studied at the College d’Europe, Bruges (1990-91) and, as a Fulbright scholar, at the University of Michigan Law School (1994-95). Associate of the European Institute and of the Institute for Economic, Financial and Tax Law of the University of Lisbon Law School. Senior Researcher at CIDEEFF – Research Centre on European, Economic, Financial and Tax Law, University of Lisbon Law School. Member of the Competition Law Scholars Forum. Elected member of the Law School Scientific Board. Member of the Scientific Advisory Board of the Competition and Regulation review and Deputy Director of the Public Finance and Tax Law Review.
